NAST President’s Forum: Ethics and Transparency
in Government Treasurers, staff, and corporate
affiliates often find themselves operating in a context
of complex and competing ethical standards. Individuals
are required to comply with standards issued by many
sources including Congress, state legislatures,
governors, board trustees, and corporate boards of
directors. In order to provide transparency, it is
critical that everyone has an understanding not only of
how they must fulfill these standards, but also how
compliance issues impact their colleagues as well.

Pension Crisis – The Future of Retirement Funds
As the states have grappled with declining resources to
meet their budgets, it has become increasingly clear
that much of the states’ fiscal health depends on how
well they manage the costs and assets of their public
sector retirement funds. Collectively, there is an
estimated $1 trillion gap between what the states have
promised to pay retirees and the money they have set
aside to cover these costs. In confronting the pension
crisis, many states are changing their retirement plans
and are also re-evaluating their overall asset
management. Will defined benefits plans cease to exist
in the future? Will there be a shift away from
alternative investments to more traditional investing?
This session will examine what public pensions may look

Infrastructure Needs and Solutions State
finances continue to be challenged, but the basic need
for investments in infrastructure continues unabated.
Economic conditions require unique approaches that
provide deliverable, timely and cost-effective
solutions. While public-private partnerships have been
around for some time, most initiatives were ad hoc or
singular in nature. Some states are trying to capitalize
on the benefits of public-private partnerships on a
larger scale and are developing innovative solutions to
bring a more comprehensive, systematic and ongoing
approach to public-private partnerships to help fill the
investment gap. These efforts help ensure a more
transparent and performance based review process that
de-politicizes and professionalizes decision making
about new investment decisions and how to better manage
existing assets.

Responsibilities and Opportunities The financial
crisis has evoked a plethora of calls for changes in our
financial system to stem systemic risk in the future
through increased regulation and other measures directed
toward increased accountability and responsibility on
the part of the financial industry. Questions abound as
whether it is better to create stringent new regulations
or simply enforce existing regulations to bring order
and positive change to the global financial markets.
Responding correctly or incorrectly to a crisis can have
a global impact. This session will discuss financial
regulatory reform efforts and provide insights into how
to best reduce systemic risks and promote financial
stability.
